Across small communities, a growing number of lawmakers are discovering a tool promising to revolutionize their demanding roles: artificial intelligence.

It’s a development as intriguing as it is contentious, raising fundamental questions about efficiency, accuracy, and the very soul of democratic representation.

In Watertown, New York, City Council Member Cliff Olney is at the forefront of this quiet revolution.

He is a self-proclaimed devotee of what he affectionately calls “Chatty G” – his personal ChatGPT assistant.

Olney sees AI not as a novelty, but as an indispensable partner in the often-arduous task of translating complex legislative concepts into digestible public policy.

His current project, an e-bike policy for the city, perfectly illustrates his reliance on the technology.

Instead of sifting through countless municipal codes and precedents, Olney simply poses his query to “Chatty G.”

He trusts the algorithm to distill his thoughts, polish the language, and draft a resolution that resonates with the public.

“This is simply a tool that we can use to create a better product and also have a better understanding of all the things we’re working on,” Olney explains, his enthusiasm palpable.

He vividly contrasts the AI-assisted process with the traditional grind.

“I would spend 4 to 5 hours researching the very same topic with going through policies in other cities for the e-bike, for instance, and then coming up with everything and putting it into a folder.”

For Olney, AI is a liberator, freeing up precious hours that can be reinvested in other pressing community needs, or simply allowing for a more manageable work-life balance for dedicated public servants.

He emphasizes that the final product, whether drafted by AI or himself, still undergoes the rigorous scrutiny and approval of the full council, ensuring human oversight remains paramount.

Yet, this embrace of algorithmic assistance is far from universally celebrated.

The whispers of efficiency are often drowned out by a chorus of caution, led by those who view AI as a potential Trojan horse, carrying hidden risks into the heart of civic life.

Watertown Mayor Sarah Pierce voices a common concern, highlighting the documented instances where AI, including ChatGPT, has proven unreliable. The allure of speed, she suggests, must not overshadow the imperative of accuracy in matters that directly impact citizens’ lives.

This sentiment is echoed by Joshua Darr, an associate professor at Syracuse University’s Newhouse School for Public Communications, who offers a broader, more academic critique.

Darr’s apprehension extends beyond mere factual inaccuracies; he fears the inherent “one-size-fits-all” approach that AI can bring to governance.

Every city, every community, possesses a unique character, a distinct set of challenges and aspirations.

Policies, therefore, must be meticulously tailored, reflecting the nuanced realities on the ground.

The very efficiency that Olney champions, Darr warns, could inadvertently lead to a homogenization of policy, stripping communities of their distinctive solutions.

“I think it’s great to get ideas from elsewhere,” Darr concedes, “but it’s maybe not the path forward in all cases to take other people’s ideas and put them on your streets.”

The professor’s deeper concern, however, lies in the potential for “shortcuts.” While he refrains from commenting on Councilman Olney specifically, Darr muses on the general temptation to streamline processes at the expense of thoroughness.

“It’s a huge time saver if you’re willing to cut some corners,” he observes, “and if you want to save a lot of time, you’re going to end up cutting a lot of corners.

I’m not sure what the product of that looks like for the people in that town or city.”

This raises a profound ethical question: what is the true cost of time saved if it compromises the meticulous, human-centric approach traditionally expected of public officials?

Is the “better product” Olney envisions merely a more efficiently generated one, or one that genuinely serves the unique complexities of a local populace?

Despite these significant reservations, a consensus emerges on certain beneficial applications of AI within government.

Even Mayor Pierce and Professor Darr acknowledge the technology’s utility for tasks that complement, rather than supplant, human judgment.

Double-checking existing work, conducting extensive background research, or comparing local data against broader studies are areas where AI’s processing power could genuinely enhance, rather than diminish, the quality of governance.

This suggests a future where AI acts as an intelligent assistant, a tireless research aide, rather than a primary drafter of policy.

The evolving role of AI in local government is more than just a technological debate; it’s a reflection of society’s ongoing grapple with automation and its impact on human endeavor.

As small communities, often resource-strapped and burdened by expanding responsibilities, look for innovative solutions, the siren song of AI’s efficiency will only grow louder.

The challenge lies in discerning where the tool truly empowers public servants to better serve their constituents, and where it risks eroding the very essence of bespoke, accountable governance.

The conversation unfolding in Watertown is merely a microcosm of a larger, global dialogue – one that will ultimately define the future of democracy in an increasingly algorithm-driven world.
